textSplit (text -- characterList)

Inputs

• text: Known Text to split.

Outputs

• characterList: List of one-character Text items, or the empty Tuple when text is empty.

textSplit splits known non-NIL Text by decoded UTF-8 characters. Byte counts are provided by textSize.
